Liberal capitalism is reappearance of feudal protection of 'connoisseur' of culture, welfare and good Samaritan. Zizek probably takes up the challenge of regimes as less and less sustaining on authoritarianism and more and more on friendly faces, familiar faces, which happened because of the 'public'.
